Council approves city-initiated zoning realignment with carve-outs after public concerns

The City of Cleburne moved forward with a city-initiated zoning realignment intended to align base zoning with the built environment and adopted recommended exclusions after public comment.
Staff explained the process, noting outreach that included tens of thousands of mailed notices and multiple public meetings. The project proposed converting many interim holding (IH) parcels to agricultural or other baseline districts and changing some existing multifamily parcels to single-family where the pattern of development already matched single-family uses. Planning & Zoning recommended approval with exclusions for a limited set of properties.
Multiple property owners and residents addressed council during the public hearings, objecting to proposed changes on specific parcels (citing mortgageability, development expectations and the role of multifamily as a workforce-housing buffer). Council discussed the photos and site conditions presented by staff and members of the public. After discussion, council approved the zoning realignment package as presented by Planning & Zoning but added carve-outs for the parcels P&Z had already recommended to exclude and further added 301 East Willingham and 106 Meadowview to the excluded list; the motion carried unanimously.
Staff noted that existing nonconforming uses may continue until redevelopment but that rebuilding or expansion would require rezoning consistent with the updated base districts.
