OPSU wins board approval for new programs, renovations and BSN Sports apparel contract

The Board approved a suite of Oklahoma Panhandle State University items during the Jan. 30 meeting, including new academic programs, program modifications and a program deletion, authorization to solicit construction bids for bathroom renovations in Holter Hall, and a purchasing authorization to hire BSN Sports as vendor for athletic apparel and equipment in an amount up to $150,000.

President Julie Dinger highlighted OPSU achievements including a record 120 Fall 2025 graduates and campus investments for deferred maintenance and security upgrades. "This didn’t happen overnight," OPSU Vice President of Academic Affairs Dr. Charla Lewis wrote in the attached OPSU material describing increased graduation outcomes. On the BSN Sports selection, President Dinger told the Board the administration "believes BSN Sports will be a fantastic selection for the University," citing improved pricing, a nearby vendor location and online ordering portals.

Agenda details and reference documents included OPSU’s new Associate of Science in STEM Studies and Bachelor of Arts in Liberal Arts, 19 program modifications, specialized certificate updates and a teach-out plan associated with the deletion of the B.S. Agriculture Education — Communications Option. The Board voted to approve the OPSU package by unanimous vote of members present.

The packet also included vendor documentation and an Under Armour Spotlight agreement for the proposed BSN partnership. Regents asked administrative staff to ensure proper procurement review and contract terms consistent with board policy and state procurement requirements.
