Board approves OSU-CHS residency agreements and Level I trauma affiliation with Saint Francis

The Board of Regents on Jan. 30 approved agreements authorizing OSU Center for Health Sciences to enter residency training contracts and to affiliate with Saint Francis Health System’s Level I trauma center as part of a plan to expand clinical training capacity in Tulsa.
Board members reviewed a package of draft agreements in the meeting packet that set out program governance, responsibilities for sponsoring institutions, and an Education Oversight Committee to monitor quality, accreditation compliance and the use of any restricted funding tied to the projects. The residency-development agreement describes roles for a designated institutional official and a Saint Francis-based associate DIO to manage daily program operations at hospital sites.
The packet also documented an OSU-CHS request to contract OB/GYN hospitalist physician services with associated locum tenens coverage and recruitment services; Saint Francis will reimburse OSU-CHS for those expenses under the agreement. The Board voted to approve the residency and trauma affiliation items and to allow the university to execute the documents required to implement program development and accreditation activities.
University staff said the agreements are structured to meet ACGME program application and site-visit requirements and to ensure resident supervision and clinical coverage meet accreditation standards. The documents also specify quarterly reporting, annual certifications and financial reconciliations as conditions for continued support and any related disbursements of restricted funds.
Board members asked for follow-up reporting on program timelines, accreditation steps and the financial management of any directed payments or appropriations associated with residency development.
