Council approves software contracts to modernize budgeting and assessments

The New Castle County Council voted to authorize two contracts aimed at modernizing financial and property-assessment systems.
Resolution R26005 authorizes a contract with ClearGov to replace the county’s aging budgeting software. Councilman Cartier told council the ClearGov contract covers three years and amounts to about $170,000. He said the software will "supplant outdated software" used to produce budget books and financial documents, increase efficiency and reduce the need for a full‑time employee to manually create some financial products.
Resolution R26006 authorizes an agreement with ValueBase to provide automated appeal‑support tools, comparable‑sales reporting, appraisal review automation and parcel‑level visualization to support the reassessment process. Councilman Cartier said the county expects to perform reassessments every five years under state code and that the $119,000 FY2026 contract will help the assessment team manage more than 5,000 appeals and associated data needs.
Both resolutions were read by title, placed before the council and adopted by roll call with the clerk recording 13 yes votes on each measure. Council members said both contracts follow presentations from the finance office and the CFO, Dave Del Grande, at the finance committee.
Council members characterized the procurement as a step toward improved transparency and efficiency in the county’s fiscal and assessment operations.
