Council roundup: consent agenda, airport parking fix, property auction and multiple contract awards

The Idaho Falls City Council handled a broad slate of business on March 12, approving the consent agenda, adopting several ordinance cleanups, and awarding multiple public contracts.

Consent agenda: The council received and approved seven consent items, including a $75,125.19 procurement quote for ductile pipe from Mountain Land Supply Company, the treasurer's January report, Idaho Falls Power minutes, a locating services agreement and licensing reports. The motion to approve the consent agenda passed by roll call.

Airport parking ordinance: The council amended Title 9, Chapter 4 Section 9 to remove the requirement that no-parking signage be posted at aprons/runways/taxiways of the Idaho Falls Regional Airport and to update airport terminology from "ramps" to "aprons." Staff will correct cross-references in the code as needed; the motion carried.

Sale of city property: After a public hearing on a city parcel at 610 North Water Avenue, council voted to proceed with a public auction of the property. Staff noted prior appraisal work, a 2024 survey and a residential appraisal completed in 2025; no public testimony opposed the sale.

Public works procurement: Council awarded the 2026 concrete-replacement contract to CAP LLC dba Reinhart Concrete for $501,007.50 and accepted Knife River's low responsive bid for super-pave mix at $174,200. Council approved both awards and authorized execution of necessary documents.

Ordinance cleanups: The council approved code amendments to align runoff-election language with Idaho Code (moving administration to the county) and to clarify that non-motorized vendors may sell on sidewalks but motorized vehicles may not drive onto them to conduct sales. Both ordinances were passed under suspension of rules as recorded.
