Coon Rapids council adopts charter amendment ordinance, approves purchase agreement amendment and three labor agreements

At its Feb. 17 meeting the Coon Rapids City Council took several procedural and personnel-related votes, including an ordinance amendment, a real-estate purchase-agreement amendment and three labor contracts.
The council unanimously adopted Ordinance 2648 amending City Charter Sections 1-505 and 1-511 and authorized summary publication. The council also approved a first amendment to a purchase agreement with Ibiza LLC for the property at 2831 113th Avenue NW.
On labor contracts, the council adopted Resolution 26-30 approving the 2026–2027 International Association of Firefighters (IAFF) agreement. City Manager Matt Stemwedel said the near-term fiscal change going into 2026 is about $124,000 and going into 2027 about $450,000, primarily reflecting the dissolution of the Fire Relief Association and benefit offsets.
Council also approved Resolution 26-31 for the 2026–2027 Teamsters Local 320 (Public Works) agreement with a cost change of about $193,000 in 2026 and about $220,000 in 2027, and Resolution 26-32 approving the 2026–2027 Police Captain labor agreement with an approximate $40,000 impact; Assistant City Manager/Human Resources Manager Lorie Roth noted a new policy regarding unused uniform allowance that arose from union discussions.
All motions for these items passed unanimously.
