The Coon Rapids City Council on Feb. 2 considered Planning Commission cases 25‑15 and 25‑16, an application by Landspec Fund 5, LLC for a planned unit development (PUD) and preliminary plat at 12301 Shenandoah Blvd NW.
Senior Planner Max Pattsner presented staff findings and confirmed that the proposal did not trigger a required traffic study and that a trip‑generation estimate—cited to the City’s engineering manual—showed about 290 trips per day for the proposed development. Councilmember Christopher Geisler said the 290‑trip estimate "seems high." Councilmember Sean Novack raised local concerns about cul‑de‑sac plowing and ambulance access and asked whether law enforcement and EMS had been asked for input; Pattsner said Fire Department review generally stands in for emergency response input and that law enforcement and EMS were not separately included in the process.
Councilmember Pat Carlson, noting that the item lies in Councilmember Brad Greskowiak's ward and that Greskowiak was not present, moved (seconded by Sean Novack) to table Resolution No. 26‑29 (PUD approval) until the Feb. 17, 2026 City Council meeting so a work session could be held; that motion passed 4–2, with Councilmembers Peter Butler and Christopher Geisler voting no. The Council separately voted to table the preliminary plat (Case 25‑16) until Feb. 17; that motion passed unanimously.
The tabling preserves council review time and allows for additional discussion about traffic implications, potential flexibility in lot sizes near wetlands, and input from the absent ward member. The Council has until April to make a final decision on the cases.
