Board recommends Lakeshore PUD amendment as 'superior' for parkland dedication, with trail and fees conditions

Staff presented an amendment to the Lakeshore Planned Unit Development on May 19 and asked the board to recommend that City Council find the amendment "superior" with respect to parkland dedication. A principal planner explained the amendment adds a 2.3-acre tract, increases allowable building heights in places and inserts hotel units into the dedication language.

Staff said the 2.3-acre tract would be subject to whatever parkland dedication ordinance is in effect at the time a site plan is submitted and that the applicant will construct a 12-foot trail on the west side of Willow Creek between Elmore and Lakeshore Boulevard to mitigate increased density. The planner also noted the original 2006 PUD used a $650-per-unit dedication rate for certain units and that the added tract would be subject to the current rate in effect at the time of development.

Board members asked whether public engagement occurred and requested clarity about fee calculations. Staff said the department had not heard major resistance and that the added tract would pay parkland dedication at current rates, which staff cited in discussion as substantially higher than the $650 legacy rate. Members asked for clear documentation and mapping of the trail alignment and construction materials; staff said the trail will be concrete and constructed concurrently with each phase of development.

A motion to approve the recommendation to City Council that the Lakeshore PUD amendment be found superior with respect to parkland dedication was moved and seconded; the board voted to approve the recommendation.

What happens next: the board's recommendation will be forwarded to City Council as part of the PUD amendment review. Detailed site plans, construction phasing and fee calculations will be reviewed in subsequent permitting steps.
