Jefferson County Board approves budget amendment, contracts and procurement update

At its Jan. 22 meeting the Jefferson County Board of Education unanimously approved Amendment No. 1 to the FY2026 budget, multiple vendor and partner contracts (including Teach for America and Ibis/Public Sector), and revised procurement guidance to align with the federal micro-purchase threshold.
The Jefferson County Board of Education voted unanimously Jan. 22 to approve a package of contracts, a budget amendment and an update to district procurement rules.
Superintendent Dr. Walter B. Gonsoulin Jr. and CSFO Laura Nance presented the district’s December 2025 financials, reporting a General Fund balance of $210,260,850.78 and total December AP bills and payroll of $42,906,793.37. The board then approved Amendment Number One to the Fiscal Year 2026 budget to record additional state allocations, federal carryover funds and to budget a contract for School Choice.
The board approved several vendor contracts during the meeting. It voted to enter an agreement with Teach for America — subject to legal edits and final superintendent approval — at a stated cost of $5,000 per teacher per year, to be funded by the Human Resources Department. The board also approved a services agreement with Ibis/Public Sector for engagement surveys and data dashboards at a cost of $25,225, and a three-month advertising renewal with Alabama Media Group for a bus driver recruitment campaign at $5,500.
Other procurement and contract decisions included awarding Bid #07-26 for kitchen parts and installation services to Jones McLeod, Inc. for a total extended cost of $2,943.56 on a one-year contract with an option to extend; approving a suite of memoranda of understanding and service agreements recommended by the Teaching and Learning Committee (including partnerships with Jacksonville State University, the University of Montevallo and Athens State University, and an agreement with Paper Education America Inc. for the GROW Tutoring platform); and authorizing the district to serve as a pass-through payer for work performed under the Alabama ACCESS program involving Dr. Shuntay Byrd, recorded as a supplemental payment to Dr. Byrd.
The board also approved personnel actions and administrative personnel actions, the payment of three $5,000 National Board Certified Teacher (NBCT) targeted supplements for employees not captured by state reporting, and the declaration of 17 transportation vehicles as surplus with authorization to sell. A recommended update to the Local School Finance Manual was approved to align the district’s quote/bid thresholds with the federal government’s new micro-purchase threshold and to clarify bid procedures.
All motions recorded in the minutes show unanimous approval where votes are listed. Motions were frequently moved by Board Member Walter Curry and seconded by Vice President Stephanie Floyd; President Ronnie Dixon and Board Member Carita Venable are recorded among affirmative voters. The meeting closed after a unanimous vote to approve a right-of-way deed allowing the district to sell an easement for Carson Road.
The board will meet next on Feb. 26, 2026 at Mortimer Jordan High School.
