Brian Phillips, mayor of Ragland, presented a petition during public comment asking the St. Clair County Schools board to consider and adopt a resolution requesting that the St. Clair County Commission call an election on a proposed special school district tax of fifty cents on each $100 of assessed property value to be used solely for public school purposes.
The petition — submitted on behalf of the PTO, the town of Ragland and community members — asked the board to take action “in due and appropriate time,” according to Phillips. The board did not vote on the petition during the meeting; it was presented as part of the public-comment period.
Marie Manning, a member of the State Board of Education, followed public comment with praise for the district, saying she was “thrilled with the schools in my District” and congratulating Ragland for gains in state test scores. Manning extended holiday greetings from the State Board and Dr. Eric Mackey.
The petition seeks authority to place a special school district tax on the ballot; any change would require the St. Clair County Commission to call the election and, if approved by voters, would direct the proceeds to public school purposes in the district. The board’s next regular meeting is set for Jan. 27, 2026, at which time members may discuss follow-up steps but no specific action on the petition was recorded in the Dec. 16 minutes.
