Angleton planning commission backs zoning cleanup, forwards downtown tattoo studio SUP to council

The Angleton Planning and Zoning Commission on Thursday voted to recommend a zoning text amendment that would add a specific-use permit requirement for tattooing in several downtown and commercial districts and approved a specific-use permit for a proposed tattoo studio to be forwarded to the City Council for final consideration.
City staff member Mister Spriggs told the commission the amendment is largely housekeeping tied to prior changes for microblading. "The last change had to do with microblading, which is similar to, tattooing," Spriggs said, and the proposed revision "cleans up that part of the code and adds that SUP designation" in the Central Business District and multiple commercial zoning categories.
The SUP approved by the commission applies to a proposed tattoo studio shown in staff materials at 108 North Velasco Street; the meeting record also referred to the property once as "108 South Pulasko" in the agenda text. Spriggs said staff has proposed typical conditions included in the draft ordinance — including hours of operation defined in the hearing as 7 p.m. to 9 p.m. daily and a one-year review by the council to confirm compliance — and that the applicant had no objection to those conditions.
Applicant Jan Ontiveros told the commission she would operate the studio and had no additional remarks beyond her application; building owner Angie Gans said she supports the project and described plans for a "boutique-style" studio, saying the business would be done "very tastefully."
After public comment the commission moved, voted and approved the SUP recommendation to the council. The commission will forward both the text amendment recommendation and the SUP to the City Council, which has final authority to adopt ordinance changes and issue SUPs for properties inside Angleton.
The council review and the SUP's one-year check-in were announced by staff; the Council hearing date was noted in the meeting as an upcoming item the applicant should attend.
