Summary
Council unanimously approved a specific‑use permit allowing private streets within the Brook Hollow Townhomes development (about 21.4 acres north of State Highway 380); staff and Planning and Zoning recommended approval.
The Prosper Town Council unanimously approved a specific‑use permit on Feb. 24 to allow private streets within the Brook Hollow Townhomes development on approximately 21.4 acres north of State Highway 380.
Planner David Hoover described the location and the proposal, noting that the SUP is required when streets will be private but must be built to the town's regular street standards. "The ordinance requires specific use permits for private streets. The streets have to be built to the same standards as the regular streets in the town," Hoover said. He added that notices were mailed and the Planning and Zoning Commission had recommended approval 6–0.
Council members asked about emergency access and secondary gates; Hoover explained that the main entrance includes a bailout lane and that secondary points include emergency vehicle access boxes so emergency responders can enter while the public cannot.
Mayor Pro Tem Amy Bartley moved approval and the council adopted the SUP unanimously.
