Prosper approves nearly $23 million GMP for Public Works and Parks service center; shop deferred for redesign

The Prosper Town Council approved a guaranteed maximum price (GMP) of $22,998,613 with Byrne Construction for the administration building and site work of a new Public Works and Parks Service Center, while deferring parts of the shop scope for later redesign.
David Hoover, the town’s development services director, told council that an initial facility master plan estimated a much smaller budget and that design development increased the estimate to roughly $35 million. "When we got the original bids, the admin building and the site work came in at approximately $25,000,000... so tonight we are asking for an award for the base bid only, which is the administration building and the site for the $22,998,613," Hoover said, explaining value-engineering steps that reduced scope while protecting core functionality.
Hoover said some components — including covered storage and certain aggregate bins — were removed as bid alternates, and that the parks administration portion of the building will be delivered as shell space with plumbing, HVAC and electrical but without interior finish work until funding is available.
Council members pressed for the shop to be built concurrently: Mayor Pro Tem Bartley said she and CIP committee members do not want an admin building without the shop, noting the council intends to identify funds in January. Several council members raised the line-item landscaping cost, with one councilmember referring to about $7.8 million for landscaping and asking whether landscaping could be phased in to prioritize parking and covered storage.
Staff confirmed the project will be funded with available cash rather than bonds and will return proposed change orders for the redesigned shop (a $77,000 design effort was noted) so a pre-engineered metal building can be considered. The motion to award the GMP for the base bid passed unanimously.
Next steps: staff will execute GMP documents and bring back design and funding options for the shop and phased items in the coming months.
