Prosper council adopts Dallas North Tollway District development standards, exempts triplex/quadplex products

The Prosper Town Council on Feb. 24 adopted the Dallas North Tollway District Development Standards, a comprehensive design and land‑use framework intended to shape development along the Dallas North Tollway corridor. The standards define subdistricts, frontages, open‑space expectations, building and parking design, and suggested implementation tools including potential incentives.
Consultant Paris Rutherford summarized the goals: the standards are intended to create walkable community centers rather than a linear strip, emphasize fronting buildings on streets, and allow a range of housing and commercial types arranged by density. "The more we can keep people in Prosper, the better. The more we can offer employment opportunities and entertainment opportunities, different types of residential opportunities, the more Prosper can self sustain," Rutherford said.
Council debate focused on allowable housing types and scale. Several council members praised the document's focus on connectivity and design while expressing caution about specific product types. Councilmember Marcus Ray successfully moved to adopt the standards with one change: removing the allowance for triplexes and quadplexes in Section 4.3. "I would not have a comfort level, especially when you're talking about the widths and those types of products in their specific zones," Ray said in explaining his motion.
The motion to adopt the Dallas North Tollway District Development Standards as proposed, with the exception noted for Section 4.3, passed on the council floor. Councilmembers and staff said the document will be a tool for staff, property owners and developers to better align future PD and zoning requests with the town's vision for the Tollway corridor.
Staff and the planning commission will next coordinate on implementation steps, mapping, and outreach tools to help property owners and prospects understand which sections of the standards apply to specific parcels.
