Bay Minette City Council approves three ordinances, two resolutions and $240,575.77 in payables

Wills opened and closed a hearing on Ordinance 1001 (Case No. Z‑22001, Dempsey Property) and asked for a motion to approve the ordinance on first reading; Councilmember Mike Phillips moved to approve and Councilmember William Taylor seconded. The motion carried unanimously.
Mayor Wills then opened and closed a hearing on Ordinance 1002 (Case No. RA‑2201, relating to Section 8.10 of the Zoning Ordinance). Councilmember Matt Franklin moved to approve Ordinance 1002 on first reading; Councilmember Mike Phillips seconded and the motion carried unanimously.
The council approved Ordinance 1003 on first reading to repeal Ordinances 798 and 983 and to provide for the control, collection and disposal of refuse. Councilmember Pete Sellers moved to approve Ordinance 1003; Councilmember William Taylor seconded and the motion carried unanimously.
Councilmembers also approved Resolution 0222‑04, a request for legislative annexation of the area known as the Interstate 65 and Rabun Road interchange; Councilmember Matt Franklin moved to approve and Councilmember Shannon Clemmons seconded. The council approved Resolution 0222‑05 to increase the membership of the Softball Advisory Board and appoint committee members after a motion from Councilmember Mike Phillips and a second from Councilmember Shannon Clemmons; that motion likewise passed unanimously.
On routine business, the council approved the consent agenda, including the minutes of the Feb. 7, 2022 meeting and work session. Councilmember Pete Sellers moved to approve payables totaling $240,575.77; Councilmember Matt Franklin seconded and the motion carried unanimously.
The meeting concluded after a brief public comment period and announcements. With no further business, Councilmember Shannon Clemmons moved to adjourn; Councilmember William Taylor seconded and the council adjourned.
