Staff (Dan Baker) told the council the Creekside developer would owe $331,500 in park‑improvement fees based on 221 lots and the one‑acre‑per‑35‑units formula; the developer proposed widening an existing sidewalk to meet the trails master plan and requested a credit estimated at about $45,000. The developer also offered to increase a voluntary contribution to $250,000 but tied that increase to naming the park after the developer's family; the Parks & Recreation Board expressed concerns that the proposed naming arrangement did not meet ordinance criteria and that the contribution did not meet the ordinance's formulas for naming recognition.
"I really agree with with the parks board. It doesn't fit our ordinance," Mayor Pro Tem Amy Bartley said during the debate, citing limited available park funds after a failed bond and a desire to prioritize amenities that benefit the broader community rather than a neighborhood park. Council directed staff to accept the required park dedication fees while applying a credit only for the connector trail; staff will return an amended agreement on a future consent agenda.
On Parvin Park, staff reported 12 bids with the low bidder, Home Run Construction LLC, submitting $532,145.32. That scope covers an 8‑foot concrete loop trail around a downtown pond, a small playground, pavilion, limited parking (including accessible spaces), irrigation and landscaping. The contract was authorized and the construction schedule estimated at 145 days with anticipated completion this summer.
Next steps: staff will finalize the Creekside agreement incorporating the trail credit and return it for consent‑agenda approval; Parvin Park construction will proceed under the awarded contract.
