The change‑order request includes the well installation, pumps and a conservative allowance for electrical service design and construction; staff inserted a $300,000 placeholder for electrical service while awaiting final cost estimates and noted they expect the actual electrical cost to be lower in many scenarios.
Staff also updated the council on the TCEQ water‑use permit: the town requested roughly 28 million gallons per year but TCEQ approved 9 million gallons; staff said they plan to pursue appeals or updated requests after they collect summer pumping data to support a higher allocation. "We were approved for 9,000,000; we believe we need about 28,000,000," staff told council, adding that appeals are possible and typical in that process.
The council passed the authorization for the change order unanimously. Staff said the work would keep the Raymond Community Park schedule on track, with an estimated completion window for the larger park project in the late April–May timeframe depending on ancillary utility timing and contractor scheduling.
