Robin Battle presented the procurement results, explaining the competitive sealed proposal scoring (65% cost, 25% schedule, 10% qualifications) and describing the base bid as four lighted masonry columns at the Main & Broadway intersection and ad alternates that include a set of five tertiary monuments and a silo icon monument. "The proposal that scored the highest was also the lowest bid," Battle said, adding that staff recommends awarding the base bid and the tertiary monuments because funding exists for those elements.
Council members probed whether awarding the fourth corner now could preclude installing a silo later if the council chose that design. Staff said bids were withheld from the downtown advisory committee before award and that, while it is possible to demolish a base‑corner monument later to install a silo, doing so would carry some cost; staff estimated a hypothetical $83,000 delta to swap a column for the silo in an example scenario discussed in the meeting.
After debate about whether to refer the matter back to the downtown advisory committee for further review, the council ultimately approved the staff recommendation to award the contract for the base bid and tertiary monuments and to continue evaluating alternate elements as separate funding becomes available.
What’s next: Staff will finalize contract documents with the recommended contractor and coordinate next steps with the downtown advisory committee and the capital improvement program; any decision on the silo icon would require identification of additional funding and a future council action.
