Committee signals support for Community Choice Aggregation enabling bill

City sustainability director Troy Moon briefed the Legislative and Nominating Committee on a Community Choice Aggregation bill that would direct the state Public Utilities Commission to create rules enabling municipalities to aggregate energy purchasing and offer programs for renewables and efficiency.
"Basically, it's called Community Choice Aggregation. It's a program that's been very successful and popular in other states," Moon said. He explained the bill is enabling legislation that would ask the PUC to develop parameters for future municipal aggregation programs and that any local adoption would be a separate decision.
Council members expressed support. "I just want to say how excited I am about this," one councilor said, adding they had followed the idea for three years and supported moving testimony forward. Mayor Mark Dion proposed that Councilor Kate Sykes author the committee's testimony; Sykes agreed.
The committee did not authorize local adoption of aggregation—Moon emphasized the bill only creates a state enabling framework and that municipalities would decide later whether to join or form an aggregation. The committee asked staff to prepare testimony and to share drafts with the sponsor ahead of the work session later that day.
