Committee staff presented a draft recommendation letter that will be sent to the city manager and used alongside the city manager’s recommendations to inform council decisions. Rowan walked members through the letter’s structure (funding summary, process, caps and set-asides) and said he will circulate a copy that afternoon and an updated version once social-service scores are received.
Rowan noted this year’s application pool was smaller, producing a lower overall deficit than last year. He also reviewed that city applicants are capped at receiving up to 85% and that a public-infrastructure set-aside exists but is not meaningfully constraining this year’s recommendations. He reminded the group that the administrative and planning bucket (staff-run program funding) is estimated at 20% of anticipated funds and is not a committee decision.
Members suggested the letter and task force should clarify scoring definitions—particularly environmental-impact scoring and the heavy weight given to letters of support. Kristen asked for links or supplemental resources (consolidated plan, city goals) to be provided to aid consistent, objective scoring. Several members urged measuring outcomes (for example, whether homelessness programs actually reduce homelessness) in addition to outputs (number served) and asked the task force to consider more explicit guidance.
Rowan said he would draft brief comments reflecting today’s discussion to circulate to the committee so they could mark up the letter at the in-person meeting next week. With no other business, Claire moved to adjourn, Jay seconded, and the committee voted to adjourn.
