Mary Davis summarized funding sources and proposed priorities: staff estimated the city’s HOME program allocation at just over $800,000 (the exact HUD allocation remains pending), and noted there is currently just under $2.5 million in the Josie Duson Housing Trust Fund. Staff proposed keeping a $500,000 buffer in the trust fund to respond quickly to emergencies and to preserve approximately $2.0 million for new project awards. Priorities described for the HOME program and trust fund favor rental housing for households at or below 50% of area median income and workforce housing targeting up to 100% of AMI with preference for households at 80% AMI and below.
Davis noted the federal HUD appropriation bills were recently passed at the congressional level but the city awaits final allocation figures; staff used level‑funding assumptions for planning. The committee voted to recommend the housing budget to the council, to transmit the trust-fund annual plan to council for approval, and to release the affordable-housing application with the endorsed priorities. Staff said the application would return project proposals to the committee and council for final allocations.
What happens next: staff will include the housing program budget and Trust Fund annual plan in the HCD packet to the council and will release the affordable-housing application per the endorsed priorities; HUD’s final allocations will be incorporated after federal notice.
