Sumter County Council denies Four Bridges rezoning, approves multi-parcel rezoning and adopts equipment-lease extension

Sumter County Council met Feb. 24 and took unanimous votes on several land-use and administrative items.
The council denied second reading of RZ-25-24, a request to rezone about 14.05 acres at 2140 Four Bridges Road from Agricultural Conservation to General Residential. Planning Director Helen Roodman told council the Planning Commission recommended denial because the parcels lack public sewer and have lot-size limitations. No members of the public spoke for or against the request; Councilmember Charles T. Edens moved to deny second reading and the motion carried unanimously.
Council approved second reading of RZ-25-26, a request to rezone 10 parcels totaling approximately 48.46 acres from Conservation Preservation to Agricultural Conservation to allow family conveyance and subdivision flexibility. Roodman said the Planning Commission recommended approval, noting the request generally aligns with the county’s military protection planning area and a residential density not exceeding one unit per acre. Vice Chairman James R. Byrd, Jr. moved to approve second reading; the motion was seconded by Councilmember Vivian Fleming McGhaney and approved unanimously. Speakers at the public hearing included supporters Robert Barker and Arnold Nimro and opponents Janet Goden, Joy Clemmons, Angela Nicols and Daniel Burkmier, who raised concerns about septic capacity, environmental and wildlife impacts, increased traffic on a private road, tract size and setbacks, and the history of a prior denial.
In new business County Attorney Johnathan Bryan presented Resolution 26-01, to extend the equipment maintenance lease at Crystal Lakes Golf Course. Councilmember Artie Baker moved to adopt the resolution; Councilmember Charles T. Edens seconded and the resolution was adopted unanimously.
An ordinance to convey Sumter County’s interest in the Bethel Fire Station property (Ordinance 26-1040) was introduced by title only. Vice Chairman Byrd moved and Councilmember Baker seconded to grant first reading; the motion carried unanimously.
All formal motions recorded in the minutes passed unanimously. The meeting adjourned at 7:06 p.m.
