The Bay Minette City Council on March 7, 2022 approved $313,781.46 in payables and carried a series of ordinances and resolutions covering zoning, refuse collection, facility and lease matters, and the disposal of utility-owned property.
Mayor Robert A. Wills opened the meeting at City Hall, the clerk recorded all members and staff in attendance, and the council approved the consent agenda, including minutes from the Feb. 22 meeting. The council then approved payables totaling $313,781.46 on a motion by Councilmember Matt Franklin, seconded by Councilmember Mike Phillips.
The meeting record shows the council approved Ordinance 1001 (Case No. ZXX-22001, Dempsey Property) and Ordinance 1002 (Case No. RA-2201, an amendment to Section 8.10 of the zoning ordinance) by unanimous votes. The council also approved Ordinance 1003 to repeal Ordinances 798 and 983 and to provide for the control, collection and disposal of refuse; the minutes record that Councilmember William Taylor moved to approve Ordinance 1003 and Councilmember Matt Franklin seconded. The meeting transcript contains an internal inconsistency about whether Ordinance 1003 was considered on first or second reading; the council carried the motion unanimously.
The council adopted Resolution 0322-01, granting Coastal Alabama Community College a waiver of John F. Rhodes Civic Center rental fees, and approved Resolution 0322-02 to move the North Baldwin Chamber of Commerce Home Show to June 24–25, 2022.
Two resolutions dealing with disposal of NBU property were considered. Resolution 0322-03, covering vehicles and equipment, carried unanimously. Resolution 0322-04, concerning two NBU lots (identified in the record as Lot 1 at 32793 Waterview Drive and Lot 12 at 32528 Lakeview Circle), passed with five ayes; Councilmember Matt Franklin recorded an abstention.
The council also approved an ABC retail liquor license for El Monterrey, Inc. (Resolution 0322-05); authorized a request for proposals for airport engineering and consultant services (Resolution 0322-06); and approved administrative agreements with Location Center, Inc. d/b/a Alabama 811 and with the North Baldwin Chamber of Commerce (Resolutions 0322-07 through 0322-09). Appointments to the Soccer Advisory Board (Resolution 0322-10), the Library Board (Resolution 0322-12) and the Douglasville School of Arts and Recreation Advisory Committee (Resolution 0322-13) were approved; a request from All Forces Sport League (Resolution 0322-11) was withdrawn.
Mayor Wills announced community Opening Day of Baseball on March 12, with ceremonies starting at 9 a.m. With no further business, the council adjourned. The minutes were attested by City Clerk Rita Diedtrich.
