Commission backs annexation‑contingent SUP for Angleton RV Park, cites sewer and screening conditions

Summary
Planning staff recommended and the commission recommended council approve an SUP overlay tied to annexation for an Angleton RV Park on County Road 44 (78 RV pads), with conditions including a 78‑pad cap, privacy screening/fencing and required plantings; commissioners pressed staff and the applicant on sewer capacity and spray‑field removal.
The Angleton Planning and Zoning Commission on Feb. 5 voted to recommend that City Council assign a special‑use permit overlay and zoning for an Angleton RV Park on about 10.646 acres along County Road 44, contingent on the council approving annexation and a utility service plan.
City planning staff (Otis Spriggs) said the petition requests annexation so the property can connect to city sewer and eventually city water. Staff described the SUP as an overlay to an MH (manufactured housing) zoning classification and listed three recommended conditions: approval is subject to the successful annexation; the development is limited to 78 RV pads; and privacy‑screen fencing and minimum plantings will be required along the southeast and east boundaries.
Commissioners asked detailed questions about sewer capacity, past denials of similar proposals, and whether the existing spray‑field would be removed. One commissioner noted a prior refusal of a development on the same land and asked whether sewer capacity has been upgraded to handle additional demand; Spriggs said capacity and utility service‑plan details will be confirmed with council and through the formal capacity approval process. "Those things will be ironed out," Spriggs said, noting the council will review the utility service plan on Feb. 10.
The applicant, on the phone, identified himself as "Bob" (joined by "Devetta") and said he did not plan to expand laundromat capacity on the spray‑field parcel: "I had no plans of opening a washeteria on the land where the spray field is," the applicant said, and added he already has a small laundromat on the property and does not plan to add capacity.
Commissioners pressed for wording changes that would require that privacy fences be installed and maintained, not merely installed; staff agreed to add a maintenance requirement. Commissioner Townsend moved that council issue the SUP with the MH overlay subject to successful annexation and with the staff conditions plus Commissioner Heston's suggested language; the motion carried by voice vote.
Why it matters: the recommendation would place the RV park within Angleton city limits and require the property to meet city licensing and inspection standards, which modernizes oversight of the site but raises questions about long‑term utility capacity and future development on that frontage.
Next steps: the recommendation goes to City Council, which will consider annexation, the utility service plan and the zoning change; council action will determine the final outcome and any required capacity upgrades or service agreements.
