Bay Minette council approves routine measures, ARPA purchases and finances for Justice Center

At the Nov. 1, 2021 regular meeting of the City Council of the City of Bay Minette, council members approved a number of routine and administrative items, including payables, an ordinance, licensing and funding authorizations.
The council approved the consent agenda, which included the minutes of the Oct. 18, 2021 city council meeting and work session. The council also approved payables totaling $448,262.97 after Mayor Robert A. Wills asked for a motion; Councilmember Pete Sellers moved and Councilmember William Taylor seconded the motion, which carried unanimously.
On ordinance business, the council approved Ordinance 998 on second reading. The ordinance prohibits overgrown weeds, grass, brush and debris on private property, provides for abatement where conditions favor mosquito or rodent harboring and establishes penalties for violations; Councilmember Matt Franklin moved to approve on second reading, Councilmember Pete Sellers seconded, and the motion carried unanimously.
The council also approved Resolution 1121-01 authorizing ABC permitting for HOP IN, located at 303 South U.S. Highway 31, for retail beer (off premise) and retail table wine (off premise). Councilmember Mike Phillips moved to approve; Councilmember Matt Franklin seconded and the resolution passed unanimously.
Using ARPA funds, the council approved Resolution 1121-02 to purchase garbage carts from Otto Environmental Systems North America, Inc.; Councilmember Matt Franklin moved, Councilmember William Taylor seconded and the motion was unanimously carried. The minutes do not specify the purchase cost or contract terms.
Councilmember Pete Sellers moved to approve Resolution 1121-04, authorizing a one-time pay incentive of $250 for department heads, $100 for full-time employees and $50 for part-time employees; Councilmember Matt Franklin seconded and the motion carried unanimously.
Resolution 1121-05 authorized the expenditure of $250 from contingency funds for the mayor and each councilmember for Baldwin County High School; Councilmember William Taylor moved, Councilmember Pete Sellers seconded and the motion was unanimously carried.
Finally, the council approved Resolution 1121-06 authorizing the mayor to execute long-term financing documentation to be handled by Frazier Lanier Company to finance construction of the Justice Center; Councilmember Clemmons moved, Councilmember Mike Phillips seconded and the motion carried unanimously. The minutes do not specify loan amounts, terms or closing timelines.
