Angleton council approves personnel moves, contracts and capital issuance in evening session

In open session after an executive session on personnel matters, council approved a 3 percent increase to the municipal court prosecutor’s pay and authorized the city manager to negotiate the prosecutor’s contract. Council also approved an ordinance appointing Jeffrey R. Gilbert as municipal court judge and authorized a 3 percent raise tied to that appointment. Separately, the council approved the appointment of Addison Schwartz as the Parks & Recreation Board youth member.
On procurement, council awarded the Community Development Block Grant‑funded Lift Station 24 sanitary sewer rehabilitation contract to King Solutions Services LLC for $163,536 after staff reported seven bids and recommended the low bidder. The council also authorized a maintenance and rehabilitation financing/maintenance agreement for the Northside water tower that spreads costs across years and includes a mixer and scheduled maintenance to address water quality issues in the tank.
Finance staff reported a negotiated sale of combination tax and revenue certificates of obligation with a sale limit of $8,225,000. The sale priced at an approximate true interest cost of 4.17 percent; staff noted an A+ underlying rating for the transaction and that bond insurance moved the insured indication to AA. Council voted to approve an ordinance authorizing issuance and sale of the certificates.
Most votes were taken by voice; where recorded, council indicated motions carried. Council noted that the utility debt service will be paid from water and sewer revenues and that construction proceeds will be available upon closing.
