Davis County Commission approves transportation grants, library abatement, jail contracts and other items; staff recognized

The Davis County Commission met Feb. 3 in Farmington and approved a slate of interlocal transportation reimbursements, county contracts, grant acceptances and project schedule extensions while recognizing multiple long‑service employees.

Commissioners voted unanimously to enter interlocal reimbursement agreements using third‑quarter transportation grant funds for three projects: $2,670,000 for the Sugar Street realignment with Layton City, $304,000 to amend an agreement for the Layton Station traffic signal project, and $1,096,000 for Porter Lane widening with Centerville City. Community & Economic Development Director Kent Andersen told commissioners the Layton Station equipment is purchased and installation is planned for spring; the Porter Lane work is intended to widen the south shoulder on 400 South to support active transportation.

The board also approved an agreement with XCEL General Contracting for environmental abatement (asbestos removal) on the Bountiful Library renovation in the amount of $129,453.12. Facilities Director Lane Rose said abatement will start in February and construction for the new library will follow in the spring.

Health Director Brian Hatch presented Amendment #13 to Contract #2019‑0145 with the Utah Department of Health and Human Services for sexually transmitted disease intervention services — screening, investigation and testing — with receivable funds of $18,000; the Commission approved the amendment.

Sheriff’s Office Chief Deputy Arnold Butcher presented multiple items for the jail and public‑safety infrastructure, including a 2026 jail touch‑screen maintenance agreement with Prism System Corporation for $38,400 and a camera system license, upgrade and tech‑support agreement with Prism for $13,360. The board also approved change orders and contract amendments extending completion dates — without additional financial impact — for a sewer lift station project and the Emergency Operations Center construction.

The Commission accepted a $5,000 grant from the W. Mack and Julia S. Watkins Foundation to purchase new books for the Kaysville library branch and approved a fee waiver for a nonprofit to use Western Sports Park for the Davis Preparedness Fair scheduled for Sept. 25–26, 2026. Commissioner Lorene Kamalu said the Preparedness Fair will be led by the County’s Emergency Manager, Ember Herrick, and noted that the event is funded by sponsors and does not use general fund money.

Commissioners approved routine consent items and an appointment: Aaron Becker was appointed to the Davis County Library Board following a blind selection and interview process described by Commissioner Kamalu. The board also approved the Property Tax Register as the Board of Equalization.

Commissioner Kamalu opened the meeting’s recognition ceremony by calling county employees "the greatest asset of the County," and multiple staff across departments were honored for service milestones. In closing remarks she reported that Western Sports Park operates without general fund support, is fully booked on weekends through May, and that weekend convenience store sales average about $10,700 — well above the $4,000 projection — contributing additional sales tax revenue. Chair John Crofts reiterated his interest in improving county transparency, mentioned plans for a March town hall and raised concerns about housing affordability tied to large buyers purchasing roughly 12% of available housing.

What happens next
