Moody City Council adopts fire-hydrant ordinance, approves routine contracts, repairs and hires

At its Oct. 14 meeting the Moody City Council adopted Ordinance M2024-10-14 concerning fire-hydrant specifications and approved a set of routine purchases, contract renewals, vehicle repairs, library subscriptions, capital work and a surplus determination; most motions passed unanimously.
The Moody City Council adopted Ordinance M2024-10-14 on Oct. 14, establishing specifications, requirements and regulations for the installation and replacement of fire hydrants in the city. Council Member Nick Rutledge moved to suspend the rules; Lynn Taylor seconded and a roll-call vote recorded all present voting AYE. Rutledge then moved to adopt the ordinance; Matt Morris seconded and the council approved the ordinance by unanimous vote.
In addition to the fire-hydrant ordinance, the council approved a package of routine contracts, repairs and personnel actions: a $15,000 annual renewal for the Axon five-year body-camera contract (Police Chief Reece Smith); a $1,400 renewal for AFR Engine facial-recognition software (Reece Smith); a $5,915.17 transmission replacement for car #353 and a $1,155 pump replacement for car #343 (both requests from Reece Smith); a $675 purchase of medical supplies for the fire department (requested by Larry Horton); renewal of the Fold3 library database for $1,270.97 and a $3,200 subscription to Niche Academy for library staff and patrons (Library Director Sara Roberts); a $1,676 repair to a Public Works tractor (Mayor Joe Lee); sending annual fire-donation cards through Smith Printing at $6,300; approval of a Public Works bathroom remodel at the fire department (Clapper Restoration) not to exceed $30,000; a $1,500 Silver-level sponsorship for The ARC of St. Clair County Christmas Gala; authorization to advertise bids for an upgrade/remodel and a diesel pump/engine at the Moody Industrial Park water tank; authorization to advertise bids to build pickleball courts at Moody City Park; and authorization to advertise and hire a Public Works Department Head. The council also approved surplusing a 1993 KME pumper (VIN 8846) and noted an option to donate it to St. Clair County Technical School if the school chooses to accept it.
Procedural notes: most motions were moved and seconded by council members as recorded in the meeting minutes (motions frequently moved by Matt Morris or Lynn Taylor and seconded by Nick Rutledge or others) and the minutes record unanimous affirmative votes on the listed items. The only recorded non-affirmative entry in the minutes was an abstention by Council Member Linda Crowe on approval of the Sept. 23, 2024 minutes.
The meeting concluded with Mayor Lee adjourning the session at 6:20 p.m.
