Councilmembers stressed the budget was prepared as a "no-frills" document that trims spending and thanked department heads for constraining costs during the development process. Following discussion, the council moved to adopt the ordinance and approved the budget by roll call.
Staff said final line-item changes will be confirmed as vendors return bids and the finance department will publish adopted budget documents.
