Taylor City Council voted unanimously on Jan. 22 to approve a city employee volunteer time‑off policy providing four hours of paid volunteer time per month, subject to supervisor approval and operational needs.
Staff explained the program aims to strengthen community ties by allowing employees to volunteer during work hours for city‑service activities and local nonprofits; hours do not accumulate or carry forward. Supporters at the meeting included John Matthews, coordinator of family support services for Taylor ISD, who emphasized the value of volunteer mentors in supporting students. "Anytime you have a volunteer, it adds to a 501(c)(3) ... it levels you up," Matthews said.
Council members highlighted the policy's potential community benefits and asked staff about the number of employees and possible fiscal impacts. Staff estimated roughly 180 employees overall and said the program's hours were already provided for in staffing plans. The motion to approve passed by unanimous voice vote.
