Taylor hires HDR to guide update to 2024 I‑Codes; task order $49,945

City staff told the council Jan. 22 they plan to begin a code‑update project to move local regulations from the 2018 family of ICC codes to the 2024 I‑Codes and to adopt the 2023 National Electric Code. The council approved Task Order No. 72 with HDR to provide consulting services for that update; the task order price is $49,945 and was stated to be included in the adopted budget.
Staff explained the consultant will (1) review current local amendments, (2) analyze significant changes in the new codes, (3) recommend which appendices and local amendments to adopt or revise, (4) identify stakeholders and hold meetings, and (5) prepare a draft ordinance for council consideration. Staff estimated stakeholder engagement in spring and an ordinance to present for adoption in mid to late summer.
Council members asked whether projects already in process would be affected; staff said plans submitted under the current code cycle would remain under the cycle they were submitted in, and that the ordinance would specify an effective date and transition period for newly submitted plans. Staff also said the consultant would prepare a clear comparison (a delta) showing significant changes, appendix recommendations and proposed local amendments for council review.
