During the public hearing, staff explained the SUP request and a proposed condition limiting nonresident employees. The staff member said the applicant proposed operating hours of 10 a.m. to 7 p.m., services by appointment only, and that appointments would be limited to one child at a time. "The applicant has proposed operating hours between 10AM and 7PM... services are by appointment only for 1 child or parent at any time," staff told the commission.
Applicant Felicia Graves identified herself at the podium and confirmed she would not see more than one patient at a time at the residence and that group sessions would be hosted at an off‑site church location. "I'm Felicia Graves," she told commissioners when asked to state her name.
Commissioners and staff debated whether the SUP should allow flexibility for a second nonresident employee so the business could operate without returning to the commission later for a modification. After an initial motion was rescinded, a commissioner moved to approve PZ2025‑2584 with an amendment allowing up to two nonresident employees (in addition to the resident operator). The commission approved the amended motion 7–0 with Commissioner Roy off the dais.
Staff noted the applicant's driveway provides up to four uncovered spaces and that the business proposes up to 30 thirty‑minute appointments per day during an initial 12–18 month period, though the applicant and staff emphasized that only one person is served at a time at the home and that higher volumes would require relocation to a commercial site.
The meeting record shows the commission approved the SUP as amended and that the recommendation will go to city council for any required procedural steps; staff also noted the commission's recommendation may be considered by council on its upcoming agenda per normal process.
