Staff told the commission that the Citadel Square preliminary plat (approximately 126.617 acres north of Elm Branch Trail) lacks required traffic impact analysis, utility layouts and conformity with adopted plan‑development/neighborhood‑plan documents and recommended disapproval. "Staff has recommended disapproval as the preliminary plat does not meet the minimum requirements in the Land Development Code," the staff member said during the presentation.
