Taylor Planning and Zoning Commission disapproves four plats, recommends rezoning and adopts 2026 calendar

Chair Everhart called the Taylor Planning and Zoning Commission to order on Dec. 9 and the commission moved through a full agenda that included multiple plats, a rezoning request and the 2026 application calendars.
Staff told the commission that the Citadel Square preliminary plat (approximately 126.617 acres north of Elm Branch Trail) lacks required traffic impact analysis, utility layouts and conformity with adopted plan‑development/neighborhood‑plan documents and recommended disapproval. "Staff has recommended disapproval as the preliminary plat does not meet the minimum requirements in the Land Development Code," the staff member said during the presentation.
Commissioners pressed staff on traffic modeling and coordination with the Texas Department of Transportation. Staff said TIAs are complex, that past development agreements have included pro rata contributions for future signals and that TxDOT is included early in TIA scoping. After discussion, Commissioner Roy moved to disapprove PZ2024‑2088 and the commission voted 8–0 to disapprove the preliminary plat.
Three additional replat items were presented and disapproved on motions from the dais. Staff recommended disapproval of a replat for 1307 Old Thorndale Road (PZ2025‑2618) because easement labeling, signature blocks and other checklist items required by the Land Development Code and engineering manual were missing or unclear. The Castlewood Phases 2 & 3 replat (PZ2025‑2622) was disapproved for missing easement and drainage details and an incomplete meets‑and‑bounds description. A Dixon's Addition replat for properties on Old Thorndale (PZ2025‑2624) was disapproved because recordation and encroachment verification items were incomplete. Each of those disapproval motions passed 8–0.
On a separate item, staff opened and closed a public hearing for a place‑type amendment at 804 Rice's Crossing (Sorensen Dairy Subdivision). Staff recommended—and the commission recommended to council—approval to change the property from P2 (rural) to P2C (rural commercial) so that an existing nonconforming commercial use would be brought into conformity. No members of the public spoke on the item; the commission's recommendation passed 8–0.
The commission also reviewed and adopted the 2026 application submission calendars for zoning and subdivision matters. Staff explained shot‑clock requirements for subdivision applications and said the commission will generally meet on the second Tuesday of each month; the calendars were adopted by an 8–0 vote.
The meeting concluded with a staff update on items referred to city council (including the home‑based business item) and an adjournment at 6:47 p.m.
