Taylor Housing Authority reports HUD 'high performer' status, previews Olson Village rehab and Avery project

Shay Goldsmith, executive director of the Taylor Housing Authority, presented the agency's annual report on Jan. 8 and outlined recent operational and compliance accomplishments.
Goldsmith said the authority earned HUD's 'high performer' designation for its Section 8 program, pointing to improvements in leasing efficiency, inspections, reporting and program integrity measures such as weekly income verification checks.
She said the agency closed a public‑housing conversion for the Mary Olson property — renamed Olson Village Apartments — which will become a 46‑unit project‑based voucher community. Soil stabilization and rehabilitation work was expected to start imminently; Goldsmith described the work as a rapid rehab expected to take about 9–12 months per building depending on conditions.
Goldsmith also described the Avery project as the authority's next major undertaking and said the agency had recovered more than $300,000 in previously unreported HUD funds and identified similar funding that can be redirected to redevelopment work.
Council members thanked Goldsmith and her volunteer board for improving internal controls and restoring timely HUD reporting. Goldsmith asked that staff be included early in future planning for projects such as Avery so the city and housing authority remain aligned.
Next steps: Olson Village rehabilitation will proceed; the housing authority plans outreach and will return to council with project updates and opportunities for partnership.
