Council briefed on draft Transportation Criteria Manual; adoption ordinance expected in February

City staff and consultants walked the Cedar Park City Council through the final draft of the Transportation Criteria Manual (TCM) on Jan. 9, describing a multi‑year effort to create locally appropriate design standards and procedural clarity for transportation projects.
Randy Skinner (assistant director of engineering and capital projects) and Jake Gutekunds of the Goodman Corporation summarized the TCM’s goals—to reduce reliance on external manuals, consolidate guidelines, and provide design standards for retrofits and new projects. Staff said they received roughly 80 public comments during a 31‑day comment period and tested the draft on about four developments and several CIP projects, finding roughly 30 items to correct or clarify during testing.
Key manual updates highlighted include clearer procedures for variances and waivers, updated geometric design and pavement tables, consideration of intersection control evaluation (to choose appropriate intersection treatments rather than default traffic signals), and interim use of flexible posts for temporary retrofits with a path toward permanent infrastructure. Consultants also described efforts to align the TCM with recent federal and state traffic control guidance.
Staff intends to return to the council around the first meeting in February with an ordinance to adopt the TCM; code of ordinances amendments will follow this summer so the TCM and the code are consistent. The consultants will help develop standard construction details following adoption.
No formal vote on adoption occurred at the Jan. 9 update; council members thanked staff for public engagement and testing.
