Council approves $1.75 million Workday HRIS and payroll contract

Cedar Park’s City Council unanimously approved a five-year agreement to implement Workday as the city’s human resources and payroll platform, authorizing a contract with Precision Task Group for a total estimated cost of $1,747,888.

Heath Douglas, the city’s information technology director, told council the project replaces a 10-year on-premises HR/payroll system with a cloud-based, integrated platform that will centralize HR functions, automate manual processes and provide user-friendly reporting and mobile access. “These systems touch every department,” Douglas said. “This seemed like the right project to start off with.”

Douglas summarized the budget: approximately $1,092,368 for implementation, training and year-one subscription costs, and $655,620 across years two through five (about $163,000 per year thereafter). The project timeline calls for kickoff in the week of Jan. 26 and a target go-live the week of Sept. 28.

Council members asked about subscription pricing and built-in growth assumptions. Douglas responded that the subscription is employee-count based and that staff included estimated growth in the five-year projection. “We did build in some estimated growth into these numbers,” he said.

Supporters said the upgrade will streamline internal workflows and reduce the risk of payroll errors. “If this stuff isn’t right, there’s nothing more demoralizing than having your payroll screwed up or paid late,” the mayor said during discussion.

The council approved the resolution by motion with a unanimous vote. Staff said the procurement uses an approved contract vehicle and that the project was included in the FY2026 budget.
