Associate Planner Bernadette Cizin told the Board the Masson project (APA-23-13) would consolidate parcels under a single Williamson Act contract and create two Agricultural Preserves to reach the 100-acre contiguous minimum required by county guidelines; the Board found the project exempt from the California Environmental Quality Act under CEQA Guidelines section 15317 and adopted Resolutions 26-26, 26-27 and 26-28 following a roll call vote (motion by Chair Ray A. Haupt; second by Supervisor Ed Valenzuela). The same process and CEQA finding were applied to the Heim project (APA-25-09) south of Macdoel; the Board adopted Resolutions 26-29 and 26-30 (motion by Supervisor Jess Harris; second by Supervisor Michael N. Kobseff).
On the consent agenda the Board also approved routine agreements and transfers, including authorization for the Auditor-Controller to sign the AB 2788 maintenance-of-effort certification and a services agreement for behavioral-health services with CalMHSA. The Board adopted multiple funding-transfer resolutions: a $60,000 transfer for Siskiyou Airport (Resolution 26-17), $55,000 for Scott Valley Airport (Resolution 26-18), a $35,000 transfer for Courthouse and Grounds (Resolution 26-19), $12,000 for Janitorial (Resolution 26-20), $60,639 for Pandemic Influenza (Resolution 26-21), $124,184 for Public Health HPP Base (Resolution 26-22), $107,956 for Public Health CDC Base (Resolution 26-23), $12,000 for Sheriff (Resolution 26-24) and $500 for County Library (Resolution 26-25).
The Board appointed Macdoel resident Kerry Criss to an unscheduled vacancy on the Lakeview Cemetery District for a term ending Jan. 3, 2028 (motion by Supervisor Jess Harris; second by Supervisor Michael N. Kobseff). The Board also approved the Feb. 3, 2026 minutes earlier in the meeting.
All recorded votes on motions described in the minutes were recorded as Supervisors Valenzuela, Kobseff, Harris and Haupt voting YES and Supervisor Nancy Ogren absent.
