Newton council approves two annexations for new housing developments; The Falls vote splits

Newton — The Newton City Council on July 9 approved two separate annexation ordinances for parcels slated for single-family subdivisions, moving the properties into city limits with an effective date of Aug. 1, 2024.
The Falls: Planning Director Randy Williams said the petition covers 36.27 acres (portion of Catawba County PIN 3730-09-16-4544) that will be part of a development of 191 single-family homes currently under construction; a portion of the project already lies inside Newton limits. After the public hearing produced no speakers, the council approved the annexation. The minutes record Council Members John Stiver, Jody Dixon, Beverly Danner and Jon McClure voting in favor and Council Members Ed Sain and Roy Johnson voting against the annexation.
Kaylor Ridge: Williams described a petition to annex 9.49 acres (portion of PIN 3740-12-75-8813) for the Kaylor Ridge development, which when completed is expected to include 265 single-family homes and was approved by the council in September 2023. Michael McCree (appears in the minutes with variant spellings) spoke in opposition to the new developments and objected to the development name; the council closed the hearing and unanimously adopted the annexation ordinance.
Both ordinances were recorded as on file in the Office of the City Clerk. The effective date listed for each annexation was Aug. 1, 2024. Council discussion on these items focused on statutory annexation procedure and property descriptions in planning documents; no further conditions or financial details were recorded in the minutes.
