Newton City Council unanimously awarded the annual street paving contract for Dove Street to J.T. Russell & Sons at its Oct. 7 meeting.
Public Works Director Billy Johnson said the project removes about 8,400 square yards of asphalt and soil to a depth of 10 inches, rebuilds the roadway with an aggregate base course (ABC) and installs a new asphalt surface. The scope includes widening the roadway from 18 to 20 feet (one foot added to each side) to better accommodate emergency vehicles, adjusting and protecting mailboxes as needed, and applying thermoplastic striping after paving.
Three bids were received; J.T. Russell & Sons submitted the lowest responsive bid at $777,777.77. Staff recommended awarding the base contract and including a 10% contingency ($77,700) to cover potential unforeseen conditions, for a total project authorization of $855,477.77. Council approved the award unanimously.
Funding for the paving program comes from the General Fund and Powell Bill allocations included in the FY2026 budget. The contract documents are on file with the city clerk.
