Newton City Council approves technical change expanding Subdivision Review Board membership

The Newton City Council on Sept. 9 approved Text Amendment 2025-01, a technical revision to Section 90-101(b) of the Newton City Code that updates department-head titles and expands the Subdivision Review Board (SRB).
Planning Director Randy Williams told the council the change is technical and reflects departmental reorganization. The amendment revises the SRB composition to include the assistant city manager, planning director, director of parks and recreation, director of public works, water resources director, electric utilities director, city engineer, police chief and fire chief. It also designates the planning director as SRB chair and the city engineer as vice‑chair and states that the assistant planning director will present proposed subdivisions to the SRB.
Council Member Jody Dixon moved to approve the text amendment; Council Member Ed Sain seconded the motion. The council closed the public hearing on the item and approved the amendment.
The modification is framed as an internal, organizational change rather than a change to substantive subdivision standards. The council record indicates the amendment is intended to align SRB membership and meeting roles with current departmental titles and responsibilities.
