Newton approves $5.066 million contract for Startown Fire Station after 4–2 council vote

Fire Chief Kevin Yoder told council the city had set aside $600,000 in FY2026 for design and bidding and that the project bid tabulation produced a lowest responsive base bid of $4,998,000; staff recommended accepting that base bid plus Alternate #2 for two signs at $68,000, for a total contract amount of $5,066,000. The project architect and staff recommended Moss Marlow as the lowest responsible bidder.
Council approved the award and related actions on recorded votes: Mayor Pro Tem John Stiver and Council Members Jody Dixon, Ed Sain and Roy Johnson voted in favor; Council Members Jon McClure and Beverly Danner opposed. The council subsequently authorized the city manager to execute the contract and approved the capital project ordinance amendment by the same 4–2 margin.
Chief Yoder said the Capital Project Fund was established to manage projects that span fiscal years and that the initial transfer was used for design and bidding. The record shows the contract award, authorization to execute and the budget ordinance amendment are on file with the city clerk.
