Lemon Grove board approves Measure Q financing, oversight committee, safety plans and grant awards; tables marketing plan

On Feb. 28, 2023 the Lemon Grove School District Governing Board approved several major agenda items, including a resolution authorizing the issuance and sale of General Obligation Bonds (2022 Election, 2023 Series A) and a companion resolution establishing a citizens' oversight committee for Measure Q.
The board adopted Resolution No. 2022-23-10 authorizing the bond issuance (motion by Dr. Javier Ayala; second by Cheryl Robertson) and Resolution No. 2022-23-07 creating the General Obligation Bond Citizens' Oversight Committee (motion by Greg Shibley; second by Yajaira Preciado). Both motions were recorded as carrying with yea votes from Dr. Javier Ayala, Dorinda Miller, Yajaira Preciado, Cheryl Robertson and Greg Shibley.
The board also approved the district's school safety plans (motion by Cheryl Robertson; second by Dorinda Miller) and accepted grant awards for the Strong Workforce Partnership and school-based mental health programs (motions recorded and carried unanimously). The board rescinded Resolution No. 2022-23-05 related to the California State Preschool Program for 2022–23. A district Marketing Plan for Retaining Enrollment was tabled after receiving no motion and no second.
During the meeting the board reviewed information items including contract openers with the California School Employees Association (CSEA) Chapter 280, seniority lists for classified and certificated staff, and future agenda requests including a VEBA briefing and an adult-to-student boundary curriculum item entitled "It's A KNOW GO." The board approved a multi-item consent agenda covering minutes, personnel action reports, warrants, gifts, contract ratifications and amendments, a lease agreement for All Kids Academy Head Start Program San Miguel, participation in the California Schools Healthy Air, Plumbing, and Efficiency Program (CalSHAPE), approval for out-of-state travel to the National Art Education Association conference, and other routine items.
All motions recorded on the agenda that list votes show unanimous support from the five board members present. The meeting record directs staff to carry out the administrative steps tied to these approvals and the meeting adjourned at 8:56 p.m.
