Newton City Council approves consent agenda and recognizes finance departmentfor 39th consecutive award

At its Oct. 1 meeting, the Newton City Council approved the meeting agenda (with the addition of a resolution recognizing Public Power Week), the Sept. 3 minutes and a multi-item consent agenda containing tax releases, a road closure for the "Light Up the Town" event, a proclamation declaring Fire Prevention Week (Oct. 6-12), authorization for multiple sole-source vendors, a resolution raising the micro-purchase threshold for procurement under federal grant rules, and budget amendments to appropriate funds in the Water & Wastewater Fund for debt service.
Motions were recorded as follows: Mayor Pro Tem John Stiver moved to approve the agenda with the addition of the Public Power Week resolution, seconded by Council Member Roy Johnson; Council Member Ed Sain moved to approve the Sept. 3 minutes, seconded by Council Member Roy Johnson; Council Member Roy Johnson moved to approve the consent agenda, seconded by Mayor Pro Tem John Stiver. Each motion was recorded as "unanimously RESOLVED." The meeting later adjourned on a motion by Council Member Jody Dixon, seconded by Council Member Ed Sain.
City Manager Sean Hovis also announced that the Government Finance Officers Association awarded the city's Finance Department the Certificate of Achievement for Excellence in Financial Reporting for the fiscal year ended June 30, 2023, marking the 39th consecutive year the city has received the honor; Mayor Jerry Hodge thanked Finance Director Kim Robinson and staff for their work.
City Manager's report listed upcoming community events: Music on Main, Trial by Fire (Oct. 10), the 13th Annual Chili Cook-off (Oct. 17) and Spooktacular (Oct. 26), and noted staff would present updates on the Streetscape Project, Recovery Response and Soldiers Reunion participation at future meetings or in staff reports.
No contested votes or policy adoptions were recorded on the consent items that required separate ordinance readings; all consent items were approved under a single motion.
