Taylor County approves $4.43 million increase for Doctors’ Memorial Hospital resiliency retrofit

The Taylor County Board of County Commissioners unanimously approved Amendment 2 to State of Florida Department of Commerce grant agreement #10183 on Feb. 17, increasing funding for the Doctors' Memorial Hospital roofing retrofit and resiliency project from $2.5 million to $6,931,981.
Grants writer Melody Cox told the board the project budget will increase by $4,431,981 "to harden the structure and increase resiliency at DMH." Cox said the expanded scope includes "installation of a permanent emergency generator with enclosure; replacement of the phone/communications system; modernization of the facility water treatment system; and the hardening and floodproofing of the facility building envelope."
County Administrator Lawanda Pemberton said the county will use 5% of the award to contract for administrative assistance on the project. The expansion is part of the county’s CDBG‑MIT (Community Development Block Grant — Mitigation) work to strengthen critical infrastructure.
Commissioner Jim Moody made the motion to approve Amendment 2; Commissioner Michael Newman seconded it. The motion passed by unanimous vote: Commissioners Jamie English, Thomas Demps, Michael Newman, Pam Feagle and Jim Moody voting yes.
The board’s packet includes the amended CDBG‑MIT agreement and related attachments. The county indicated the additional funds will be used for design and construction activities specified in the amendment; the resolution and amendment language in the meeting materials set the total project cap at $6,931,981.
Next steps described in the meeting: staff will proceed with procurement and project implementation activities under the amended agreement and report back to the board on contracting and progress as required by the grant terms.
