Duluth updates downtown parking rules with 15‑minute, three‑hour and 48‑hour limits

Economic Development Director Chris McGahee told the Council the changes include permanently designated 15‑minute spaces for short loading and drop‑off; three‑hour spaces intended to promote turnover in high‑volume areas and enforced from 6:30 a.m. until 3:00 p.m.; and a 48‑hour allowance to let residents and downtown workers use spaces without allowing long‑term storage by others. McGahee said the 48‑hour rule is intended to prevent use of downtown parking as storage for extra vehicles or company fleet parking.
Councilmember Manfred Graeder moved to approve the ordinance; Councilmember Lamar Doss seconded and the motion passed unanimously.
