Duluth awards $5.5 million Bunten Road Park contract to Tri-Scapes and approves $6.5 million budget

The Duluth Mayor and Council on Feb. 9 approved a $5,505,197.54 contract with Tri‑Scapes for the Bunten Road Park Improvements Project and adopted a budget amendment (BA‑FY26‑34) to fund construction, contingency and professional services totaling $6,508,817.29.
Community Development/Engineering Director Margie Pozin told the Council the project solicitation produced three bids; one packet was disqualified for administrative errors and the remaining bids were evaluated and recalculated where needed. Staff recommended Tri‑Scapes based on the corrected totals and evaluation scores. The contract includes two add‑alternates that the City may elect to remove from scope.
Assistant City Manager Ken Sakmar outlined the BA‑FY26‑34 budget: Tri‑Scapes contract $5,505,197.54; contingency $550,519.75; materials testing and observation $100,100; construction administration and RFI handling $150,000; construction oversight and erosion control inspections $60,000 combined; redesign allowance $143,000. Funding sources listed in the amendment are 2023 SPLOST Recreation Facilities ($6,124,818), 2023 SPLOST Parking Facilities ($225,000) and 2017 SPLOST Transportation ($159,000).
Councilmember Lamar Doss moved to award the construction contract; Councilmember Sarah Y. Park seconded and the motion carried. Councilmember Marline Thomas later moved to approve the budget amendment and Park seconded; that motion also carried unanimously.
