Fulton County commissioners approve election-security upgrades, probation grants and IT contract addenda

At their Dec. 9 meeting, the Fulton County Board of Commissioners approved HAVA-funded election-security upgrades, two state probation grants and Elect IT contract addenda for IT staffing, backup and cybersecurity training, and signed off on several routine personnel, pension and treasury actions.
The Fulton County Board of Commissioners met Tuesday, Dec. 9, 2025, and approved a series of grant, contract and personnel actions affecting elections, public safety and county operations.
Commissioners voted to use $3,000 from the 2024 HAVA Elections Security Grant to fund a TelePlus keycard fob installation for the Voter Registration/Election Office door and to pay Elect IT to install separate cameras above the Commissioners' Office door and the Voter Registration/Election Office door. Voter Registration/Election Director Linda Doyle presented the request; the board approved the TelePlus quote and the camera installations. Elect IT’s Rick Grissinger will handle the camera installation, the county record shows.
Chief Probation Officer Dan Miller asked for and received authorization for two state grants for the 2025–2026 fiscal period: a $35,000 Intermediate Punishment Treatment Grant and a $28,800 Continuing County Adult Probation/Parole Grant. Commissioners authorized Commissioner Randy H. Bunch to sign both grant agreements. The board also acknowledged a retention-efforts letter from Miller describing a stipend funded from a monthly supervision fee that would be held in a restricted account and expended by the President Judge for the Adult Probation Department.
The board approved three Elect IT Contract addenda as presented by Nelson Witmer of Elect IT Solutions: Addendum A (IT staffing and support services), Addendum B (managed backup services), and Addendum C (IT/cybersecurity awareness and phishing simulations). Separately, commissioners approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance Coverage Plan) for 2026.
Routine administrative actions included approval of Planning Commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman (four-year terms through Dec. 31, 2029) and a Conservation District Director reappointment for Russell McLucas for a four-year term through Dec. 31, 2029. The board accepted the November 2025 Retirement Fund Report and approved payment of actuarial and investment advisory invoices from Conrad Siegel Inc. A Retirement Board meeting with David Lytle took place via Zoom; separate minutes are on file.
County leaders also discussed Phase II renovations to the upper level of a recently purchased building on Lincoln Way West; Executive Development Director Julie Dovey, Executive Program Director Elen Ott and Building and Maintenance Director Brad Seville briefed commissioners. The board approved bank-document changes to add and remove authorized check signers tied to the Treasurer's Office transition and authorized procedural changes for the Treasurer's Office as presented by Interim County Treasurer Amy Bishop.
