Fulton County commissioners approve routine financial measures, hire Enforcement Officer and authorize Franklin/Fulton drug-and-alcohol agreement

Fulton County commissioners convened Jan. 13, 2026, in McConnellsburg and approved a slate of routine financial, personnel and administrative actions, including the hire of a domestic-relations enforcement officer and execution of a multi-year intergovernmental grant agreement.
Commissioner Randy H. Bunch called the meeting to order and announced an emergency executive session held Jan. 9 related to personnel matters in the Prothonotary's Office. The board then voted, without recorded opposition, to approve $135,622.38 in accounts payable for Jan. 13, 2026. The fund breakdown recorded by the county was: General Fund $66,644.09; SFC Technology Grant $92.22; 911 Fund $3,874.57; Domestic Relations $291.06; Capital Projects $64,720.44.
Interim County Treasurer Amy Bishop presented the Treasurer's Office update and account reports for the month ending Dec. 31, 2025.
Domestic Relations Director Tina Gress requested approval to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton for the union position effective Jan. 26, 2026; the motion carried. The Salary Board separately set Horton's salary under the existing Collective Bargaining Agreement.
Executive Development Director Julie Dovey asked the board to approve the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172), naming Franklin County as the single county authority to administer the Drug and Alcohol Program for Franklin and Fulton Counties. Commissioner Bunch moved to approve and execute the agreement; the motion passed unanimously.
Commissioner Hervey P. Hann moved and the board approved the 2026 Certification of County Funds and directed staff to notify organizations to apply for hotel/motel tax funding after the county receives its fourth-quarter payment. The board also approved the 2026 pay scale as presented by HR Administrator Mary Huston.
The commissioners approved a clarified Health Insurance Waiver in the HR Manual, Section 212, establishing an opt-out payment of up to $1,020 per calendar year ($85 per month), prorated and paid with final payroll or upon resignation; employees must leave in good standing to receive the payment.
Other items approved included the CCAP PCoRP second installment invoice of $45,442.00; a burial expense application for veteran Floyd G. McGinnis to be paid to surviving spouse Janet McGinnis; a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger, Elect IT; a revision to the LERTA application to add "Inspection by Zoning Officer or Fulton County Planning"; and SAP&DC's invoice for local transportation support in the amount of $8,598.00. The board also accepted Ronald Richards as the real estate agent for the property at 119 N. 2nd Street in McConnellsburg at a commission of 3% of the sales price.
The board entered three separate executive sessions during the meeting, each for legal or personnel matters, and adjourned at 11:33 a.m.
