Bedford County approves $84,000 engineering agreement for fairgrounds water and sewer replacement

The Bedford County Board of Commissioners approved an agreement on Feb. 10, 2026, among the County, the Bedford County Agricultural Society and Keller Engineers for engineering services on the Bedford County Fairgrounds Sanitary Sewer and Drinking Water System Replacement project, not to exceed $84,000. Stephanie Clevenstine, Director of Planning, said funding for the work was obtained through Senator Casey’s office and that the fairgrounds will provide the required match, so the project will be done at no cost to the county.
The motion to approve the agreement was made by Commissioner Winck and seconded by Commissioner Baughman; the motion passed. The board was told the award is funded in part through the Environmental Protection Agency’s Congressionally Mandated Grant Program. The agreement designates Keller Engineers to provide engineering services for the replacement project and ties the contract to the grant and fairgrounds match requirements.
County officials framed the vote as a routine contracting step to allow design and preconstruction work to proceed. No project timeline, construction cost estimate beyond the engineering cap, or contractor selection for construction was provided in the minutes. The board did not record a numerical roll-call tally in the minutes; the clerk recorded that the motion was approved.
